Europe and its weak strategy regarding the ASEAN

 From Kuala Lumpur to Brussels, the ASEAN summit shows the weakness of the European strategy towards Southeast Asia

The European Union and its Member States have shown limited attention to the Association of Southeast Asian Nations (ASEAN), which has allowed China to significantly expand its influence in the region. Other countries, such as India, Japan, Australia, and New Zealand, have also strengthened their ties with ASEAN. All this contrasts with the inertia on the part of the EU—a missed opportunity for both sides and a vacuum that others skillfully fill. It also highlights yet another failure of imagination, initiative, courage, and understanding of the political game in that part of the world at the level of European external action. This scenario of European imprecision is particularly relevant in a geopolitical area that is rapidly gaining weight in international relations.

Recently, the United States has also recognized the strategic value of ASEAN. Donald Trump will be present at this year's summit, from October 26 to 28, in Kuala Lumpur, the capital of Malaysia. In addition to meeting with the ten ASEAN leaders—who will become eleven, with the formal admission of Timor-Leste, an important step for the political, economic, and cultural integration of the country into the region to which it truly belongs—the American president will also have the opportunity to meet other prominent politicians, such as Narendra Modi, Li Qiang (Prime Minister of China), Sanae Takaichi (the new ultraconservative leader of Japan), Lula da Silva, and Cyril Ramaphosa.

The Prime Minister of Malaysia, Anwar Ibrahim, also invited Vladimir Putin, a significant gesture, although the Russian president has indicated that he will not be able to attend. Even so, Russia will be represented at a high level. Until the announcement this Wednesday of the new American sanctions, the possibility of a last-minute participation by Putin was not excluded, considering the media and political projection that this would have. Now, it is certain that Putin does not wish to meet Trump, unless the latter reverses this week's decision.

Among the European guests, the Prime Minister of Finland and Giorgia Meloni of Italy stand out, with Meloni already confirming her presence. Meloni recognizes that her visibility at international events is fundamental for consolidating her domestic policy. However, it remains uncertain who will represent the European institutions, with António Costa being one of the names mentioned in diplomatic circles. If confirmed, his presence will be mainly symbolic, since much of the power, namely the executive, resides with the European Commission, led by Ursula von der Leyen.

The European Union needs to look at ASEAN with greater realism and commitment, strengthening political and economic ties with a group of countries that together make up the third most populous region in the world (about 685 million people) and the fifth largest global economy. ASEAN is one of the engines of development of the so-called Global South and aims to play a prominent role in building a new international order. Ignoring this reality would be a strategic mistake for Europe. Historically, Europeans feel closer to Africa and Latin America, but betting on Southeast Asia is increasingly an inevitable path for the coming decades. Furthermore, competition with China, Russia, India, and the USA will be more balanced if the EU manages to establish a solid relationship with the region.

The Kuala Lumpur summit will focus on four major themes considered priorities by the Member States: economic cooperation, regional stability and security, renewable energy production (with the goal of reaching 45% by 2030), and the deepening of free trade agreements with partners such as China, Japan, South Korea, India, Australia, and New Zealand.

Significantly, the summit will not address the serious political crisis affecting Myanmar, one of ASEAN's Member States. This deliberate omission reflects the principle of non-interference in the internal affairs of each State, one of the Association's pillars, something that clearly contradicts the political cooperation project and obviously favors economic interests. This stance, partly inspired by China, contributes to the distancing between Europe and Southeast Asia, especially due to the indifference of some ASEAN members regarding human rights.

In this context, the messages that the European Union should convey at the Kuala Lumpur summit are clear. On the one hand, to affirm that we, Europeans, consider it mutually beneficial to deepen the full range of relations with ASEAN. On the other hand, to express our conviction that respect for citizens is the only way to guarantee peace, strengthen international cooperation, and ensure sustainable prosperity.

Christmas reflection

Peace. Dignity. Equality. Planet.

On this Christmas Eve, it seems appropriate to recall the current motto of the United Nations: "Peace, dignity and equality on a healthy planet". It is a call for the implementation of policies that place people and nature at the centre of public interventions. It expresses well the wishes that I would like to leave here.

We live in a complex reality, full of real concerns and dangers. The UN itself appears to many to have been weakened and marginalized. In this context, it is easy to lose hope, to confuse realism with pessimism, and to fall into an attitude of every man for himself, each behind his own walls. There is also the temptation to recover the growth that the pandemic caused to be lost with economic programmes based on unsustainable recipes. In other words, without considering the long-term consequences, the excessive debt that will burden future generations, the environmental commitments, and the need to transform the way we live and how we relate to other societies, especially the less developed ones. Electoralism turns democracy into an exercise of political opportunism.

Russian demands and military manoeuvres are the most immediate threat to peace. I wrote about this last week. Since then, Putin's stated conditions - and the language used - have become even more categorical and unacceptable. And military preparations have intensified. We are two days away - 26 December - from the thirtieth anniversary of the demise of the Soviet Union. A historic moment, seen by Putin as the great tragedy of millenarian Russia.  

What are the reasons behind the present Russian escalation?

That is the big question, far beyond the old tape of the narrative about NATO's eastward expansion. The most plausible answer will be to ask heaven and earth, to get a no, and thus create a pretext to annex part of Ukraine. And, at the same time, reaffirm the determination and strength of the Kremlin.

But what is Putin's strategic objective?

Strengthening his control of domestic politics will not be a sufficient explanation, even if we recognise that there is a marked erosion of his popularity. It has been seen: last September's parliamentary elections were a massive exercise in deceit and coercion to hide the extent of popular discontent.

It could then be an attempt to paralyse NATO by dividing it, showing its weaknesses. At the same time, it will send a signal to the Baltic countries. And still, that one does not make policy in the immediate vicinity of Russia without the green light from the Kremlin. 

Whatever the intention, we must insist on peaceful coexistence in Europe. On mutual concessions. As indeed in other parts of the world. In Syria, at war for more than ten years. In Palestine, in the Sahel, in Central Africa, in Ethiopia, in Myanmar, in Yemen. Today is the day to mention again these and other places that have been so afflicted.

Dignity and equality mean respecting the basic rights of every person, as defined in the 1949 Universal Declaration of Human Rights and the additional conventions and protocols. The proclamation that "all human beings are born free and equal in dignity and rights" and have "the right to life, liberty and security of person" applies to humanity, regardless of the specific contexts of each nation.

I recognize that the vision that inspired the Universal Declaration places the individual at the centre of rights, while in certain cultures the well-being of the community is presented as having primacy. In one case and in the other, it is about people, the protection of their lives and their creativity. There are no cultural differences there.

On the planet, a little more than a month after the COP26, just a few words to share a thought of solidarity with the thousands of victims of the recent natural disasters. The floods in South Sudan, with entire regions submerged and misery transformed into despair. The typhoons in the Philippines. The tornadoes in the USA. Extreme climatic phenomena are becoming more and more overwhelming. Let us remember, in relation to this great challenge and the others, that this must be the time of rebirth.

The EU and its Indo-Pacific Strategy

China, the Indo-Pacific and European illusions

This week, Josep Borrell, who heads the European Commission's external relations, and his Chinese counterpart, Minister Wang Yi, met by videoconference as part of the strategic dialogue that exists between the two parties. The day before, Frans Timmermans, the Executive Vice President of the Commission, had been in contact with the Chinese Vice-Premier, to discuss the preparation of the COP-26, which will start in Glasgow at the end of this month.

These talks have their merit. They must be frequent and without naivety. The EU can have no other political stance vis-à-vis China than dialogue, the affirmation of its critical positions and the search for common interests. In this, as in other areas of vital importance to the security and prosperity of Europe, it is essential to demonstrate that we continue to believe in the value of diplomacy, of clarifying positions and of reaching agreements. Where others focus on confrontation, Europeans must be seen to promote strategic interdependence and common platforms that contribute to international security and the resolution of major global issues. By doing so, we will consolidate the EU's role on the international scene and reduce the risks of being involved in conflicts that are not in our interest. We will also reduce our subordination to the USA. 

Returning to the dialogue between Borrell and Wang, several topics were addressed. Most have long been on the agenda: human rights, Hong Kong, Xinjiang, Taiwan, the mutual investment climate, international cooperation, support for multilateralism, etc. But between this meeting and the previous one, which took place in June 2020, an eternity has passed, and dramatic changes have occurred, notably in Myanmar and Afghanistan. The policy towards these countries had to be part of the discussions. Nor could a reference to the EU Indo-Pacific strategy, approved a couple of weeks ago in Brussels, be missing. Borrell took great pains to explain that this new policy intention is not aimed at antagonizing China. He would not have convinced his interlocutor.

I am among those who think that the approval of this strategy was a mistake. The document appears to be well written, and the abundance of resources in the European External Action Service means that it has to be. But it is vague, too broad, touching on everything, and undefined in the prioritization of the objectives included in each of the intervention areas. To begin with, the geopolitical content of the Indo-Pacific concept is not well understood. A recent study shows that different member states see the contours of the region in a separate way. What's more, the concept is associated with the anti-Chinese obsession started by Donald Trump and which Joe Biden has been materializing. Thus, for Beijing, the EU does nothing more than follow American policy, albeit in a more sophisticated way, introducing in the document a series of buzzwords about development and cooperation.

It is true that this part of the world, even if imprecisely defined, has a growing economic weight. It accounts for a very large share of Europe's foreign trade: Brussels tells us that the region is the EU's second largest trading partner. It is also a fact that a very high percentage of maritime freight transport passes through the Indian Ocean. But the real challenges in the Indo-Pacific are, apart from piracy, an area where cooperation with China is possible, the disputes over maritime borders between China and its neighbours, the future of Taiwan, or the identity tensions in India, the military dictatorship in Myanmar, the struggle for democracy in Thailand, Cambodia or Vietnam, the institutional violence in the Philippines and so on, without forgetting Taliban extremism and terrorist threats. These are concrete issues where the EU needs to define its interests, the role it can play and the alliances that will be needed.

China is firing into many directions

The fragilities of a giant

The economic corridors that China is building through Myanmar and Pakistan are two pillars of the New Silk Road, the gigantic ambition that President Xi Jinping formulated after coming to power in 2012. Gigantic is, in fact, an inadequate adjectivization, even minuscule, given the enormity and complexity of this ambition. Moreover, the scale of the New Silk Road has caused anxieties in many circles of geopolitical decision making in Europe, America and Asia, and explains a good part of the feeling of disapproval, of even opposition, that now exists in relation to China. In politics, as in life, unreasonable ambition ends up being a source of great conflicts.

The China-Myanmar corridor is above all an investment in pipelines - about 800 kilometres - which have already been completed and which I had the opportunity to visit about a year ago. A complementary project is currently being planned, consisting of the construction of a railroad that will follow the route of the oil and gas pipelines from the Burmese sea coast in the Gulf of Bengal to Kunming, the capital of Chinese province of Yunnan. This infrastructure is intended to facilitate China's oil imports, avoiding the long and dangerous route through the Straits of Malacca and the South China Sea. Oil and gas will come from the Middle East and Africa. The railway will be part of the link, which will continue by sea, between China, Mombasa and Djibouti, two ports of great strategic importance, both as points of entry into Africa and as bases for the transit of goods to Europe. Djibouti also offers an exceptional location for the protection of navigation between the East and Europe.  Chinese, Americans, French, Japanese, Indians, and others all want to have a military presence in Djibouti. China is the only power that combines in this territory defence with economic infrastructures.

Returning to the corridor that crosses Myanmar, I noticed that the large Chinese oil, gas, and public works companies have the green light from the Burmese military and Aung San Suu Kyi's civilian government. They also consider that it is up to the Myanmar authorities to deal with the fate of the communities affected by the projects. The problem is that no one has explained anything to the people or promised any compensation for expropriations and other losses. The result, for now, as I have personally seen, is the growing hostility of different Burmese communities against the Chinese. Later, the very security of the projects may be at risk.

The Pakistani corridor is presented as the flagship in the New Silk Road universe. It begins in the Chinese region of Xinjiang and ends in the Pakistani port of Gwadar in the Indian Ocean, close to the entrance to the strategic Gulf of Oman. I did not visit this Pharaonic undertaking - an investment of US$87 billion to finance roads, railroads, power plants and special economic zones. But I see that the intention is clear. China is helping Pakistan modernize communications, power generation, industrial, and port infrastructure. In return, it has direct access to the Indian Ocean and several free zones, where it can count on Pakistan's abundant and cheap labour. It also reinforces the political and military power of a key ally in its growing rivalry with India. I know that here too, as in Myanmar and other countries where the Chinese have large-scale investment, there is the problem of acquiescence or hostility of the populations. China is seen as an ally of the regime and the regime is seen as extraneous to the interests of the people. We have again the fragility mentioned above.

There are, however, those in China who are aware of these things and know that agreements with regimes of dubious legitimacy have feet of clay. Some think tanks have already begun to debate the impact of megaprojects on affected communities in Asia and Africa, as well as the disconnect that exists between political leaders in host countries, who are in favour of Chinese penetration, and the populations, who consider their politicians to be the main beneficiaries of the investments in question. I have been surprised at the frankness of certain interventions by Chinese academics. A monolithic China, yes, but with some subtlety of tone.

India and elsewhere


India on lockdown can only be big news. That’s an impressive number of people. And it raises deep concerns as we know the fragilities of the health system in the country. I can only hope the virus does not spread out all over the country. And then, I think of other countries in the region, also with large populations and even weaker health facilities. And down the line, we have Africa. Everything must be done to prevent the spread of Covid-19 into the poorest parts of the world. If that is let to happen, we would be moving into massive tragedies. All this constitutes an unprecedented challenge.

We should feel deeply challenged

Syria has become the most visible and most dramatic example of the UN Security Council´s failures. It patently shows that the Council´s arrangement is about the Permanent Members ‘interests, and not about international peace and security. And it is also a most shocking reminder that it is time to find a better arrangement to protect civilians and civilisation. To accept without profound indignation what is going on in Aleppo and elsewhere should be out of question.

However, it is not just about Syria or its vicinity. It is also the suffering in South Sudan, Myanmar and some other parts of the world. And the extreme poverty many face on a daily basis. All that is just a reminder of the incapacity of the Council to properly address the major crises and challenges that put so many lives at stake.

It is also a call to think differently about the future and a new international order.

The Rohingya refugees need our support

The EU has no clear approach towards the “boat people”, the illegal immigrants that come across the Mediterranean Sea. The same should not be said about Thailand, Malaysia and Indonesia, when it comes to their “boat people”. These migrants are displaced populations coming from Myanmar. Many of them are from the Rohingya ethnic group, a marginalised Muslim population that lives in the Rakhine State of Myanmar, a coastal area near Bangladesh. In Southeast Asia the policy is clear: repair their boat, give them some food and water and push them to the sea. The results are shocking, of course. The images show the extreme misery of men, women and children, they capture distressing faces of punishing suffering.

We might criticise the European confused policy. But we should be loud and clear in our condemnation of the cruelty the Southeast nations are showing towards the Rohingya. And we should also add that the Rohingya meet all the criteria that define a refugee population. They should therefore be treated as such.
